MARWA CHARGES NDLEA INVESTIGATORS TO TARGET DRUG CARTELS' FINANCIAL NETWORKS

The Chairman/Chief Executive Officer of the National Drug Law Enforcement Agency (NDLEA), Brig. General Mohamed Buba Marwa (Rtd.), has challenged investigators and prosecutors to intensify efforts to trace, seize and recover the proceeds and assets of drug trafficking networks.

Marwa spoke Wednesday, September, 2, 2026, while declaring open an Advanced Capacity Building Programme on Financial Investigations, Asset Tracing, Forfeiture, Recovery and Management of the Proceeds and Instrumentalities of Narcotics Trafficking and Related Organised Crime in Abuja.
 
According to a statement released by NDLEA Director, Media and Advocacy, Femi Babafemi, the NDLEA chief said drug trafficking is fundamentally an economic enterprise sustained by financiers, facilitators, money launderers and professional enablers. He stressed that arrests and drug seizures alone are insufficient if the financial structures supporting criminal networks remain intact.

Marwa urged NDLEA personnel to develop the capacity to analyse complex financial transactions, trace assets across borders, establish beneficial ownership and exploit digital evidence, including cryptocurrency transactions. He noted that criminal groups are increasingly using technology, corporate structures and legitimate businesses to conceal illicit wealth.

He called for stronger coordination among NDLEA’s intelligence, investigation, prosecution, forensic and asset-financial investigation directorates, as well as closer collaboration with other law enforcement and justice-sector institutions.

The training brings together resource persons including retired Southwark Crown Court Circuit Judge Michael Hopmeier, former ICPC Chairman Professor Bolaji Owasanoye, SAN, Director of Public Prosecutions of the Federation Rotimi Oyedepo, SAN, Global MLCFT adviser Calvin Wilson, Asset Reality’s Jason Sandoval and Nick Francis, cryptocurrency expert Fernandez Marcus-Obiene and crypto-police specialist Chioma Chikelu.

Participants also include representatives of the EFCC, ICPC, Nigeria Financial Intelligence Unit (NFIU) and Judges of the Federal High Court.
Marwa warned that asset recovery must extend beyond seizure and forfeiture, with transparency and accountability maintained through management and eventual disposal of recovered assets. He urged participants to turn the knowledge gained into coordinated action capable of making drug trafficking a high-risk, low-profit enterprise.

Representing the Chief Judge of the Federal High Court, Hon. Justice John Terhemba Tsoho, Justice Inyang Ekwo commended Marwa for the NDLEA’s progress under his leadership.
Tsoho also stressed the importance of stronger collaboration between the Federal High Court, NDLEA and other law enforcement agencies, saying such cooperation would strengthen Nigeria’s standing in the international law enforcement community.
